Process and Evaluation Criteria

A committee of faculty and administrators from the Minnesota State Colleges and Universities will review the proposals and make recommendations on which projects to fund to the Minnesota Online Council. Proposals will be evaluated based on the following criteria:   


Criteria for Online Collaborative Programs RFP

1. Compliance with Proposal Guidelines and Evaluation Criteria (please review proposal guidelines)

2.  Proposals must provide evidence of collaboration between at least two institutions and provide assurance that they will not just divvying up dollars but will be collaborating on development and delivery of the program. Proposals for a collaborative bachelor degree, must articulate the two-year to four-year pathway. The more collaboration the higher value.

2. High Demand program proposals are sought for this RFP.  Minnesota Online has provided a few resources on high demand programs to assist in  your proposal development. The list of resources in the Document Repository are not exhaustive authors are encouraged to look beyond these resources for data to support their proposals.

A few high demand programs for your consideration include:

  • Healthcare
  • Information Technology
  • Bachelor degrees
  • Masters degrees


While we are interested programs from the Minnesota Online High Demand Summary presentation found in the Document Repository we are open to others as well.  Your proposal should inform and persuade the reviewers to consider other programs.  All proposals should demonstrate need and demand.



3. All proposals should include demonstration of institutional support for the program development, whether in terms of funds or in-kind resources. The greater the level of institutional support whether in terms of funds or in-kind resources, the higher the value.  

4. Proposals that leverage existing agreements, build collaborative connections, use shared courses,  and add to the Minnesota Online inventory of 100% online programs will be viewed favorably.

Note: 100% online programs allow students to take courses from geographically remote locations, without any need to come to campus (for instance while deployed in the military)

5. The proposal must address the sustainability of the proposed award and ongoing collaborations, and provide a detailed budget, list of courses/content and/or program to be developed.

6. Quality standards will be addressed in all proposals. SCORM, IMS Standards, Quality Matters Standards, Industry Standards, and other continuous improvement processes for the proposed project must be detailed.  Reviewers will expect authors to explain what, how, and why a standard/standards will be used.

7. Other factors authors may wish to use to inform and persuade reviewers in the RFP include:

  • Gap analysis of  existing programs in Minnesota Online that is labor driven
  • Demonstrating the improvement of student retention, success, or persistence
